  H.H. Sheik Hamdan Bin Rashid Al Maktoum, Deputy Ruler of Dubai and Minister of Finance opened the Congress of Federation International of Volleyball (FIVB) today at Grand Hayat, Dubai with Executive Committee Members and delegates of 180 National Federations.   The Congress meeting in Dubai considered a historic event as the UAE is the first Arab country to host "Volleyball Congress" the biggest in the history of international sports federations, during which some of the proposed topics will be discussed, the most important being application of a proposed new system for calculating the points-called by the federation "Rally Point" meant to increase the fun and excitement of the game and increase the defensive skills of players, and therefore will benefit the marketing of the Volleyball through the world, and increases the demand for telecast rights for matches.   It is scheduled to hold a press conference for the President of the International Federation of Volleyball next Wednesday to announce the results and resolutions of the meeting.
